It is a pleasure to be back in Japan.  I am here as a part of the commemoration of the tenth anniversary of the passing/death of the U.S. Marine Allen Nelson who became a peace activist after he went to Vietnam over 50 years ago.

ベトナム戦争に50年以上前に海兵隊員として参戦し、その後平和活動家になったアレン・ネルソン氏没後10周年の集いにおよびいただき、又日本に戻ってこれたことを嬉しく思っています。

As I mentioned, it is a pleasure to be back in Japan, I was first here ten years ago, in 2008.  Thanks to Hisae Ogawa and the Japan chapter of CODEPINK: Women for Peace as well as other organizations.  And portions of my book “Dissent: Voices of Conscience” was translated into Japanese spearheaded by Hisae and worked on by many people, perhaps some in this audience.

私の初来日は今から10年以上前の2008年でした。コードピンクのチャプター(支部)が大阪に誕生し(コードピンク大阪 尾川寿江 主宰)、私の著書Dissent Voices of conscienceの一部の翻訳・出版を行ったことがきっかけでした。今日おみえの皆さんの中にも翻訳チームのメンバーがいらっしゃるのではないでしょうか。

I too was a part of the U.S. empire—but unlike Allen who became a peace activist in the 1990s, I was in the U.S. Empire for most of my adult life.  I was in the U.S. Army/Army Reserves for 29 years and retired as a Colonel.  I also was a U.S. diplomat for 16 years and represented the United States in U.S. Embassies in Nicaragua, Grenada, Somalia, Uzbekistan, Kyrgyzstan, Sierra Leone, Micronesia, Afghanistan and Mongolia.

アレン同様私もはじめはアメリカ帝国(主義)の一翼を担わされていました。しかし、1990年代に平和活動家に変身したアレンとはことなり、私は、ほぼ生涯をアメリカ帝国を支える職についていました。29年間米国陸軍および予備軍にいて大佐で退役し、その後、外交官として世界各地のアメリカ大使館で任についていました。(赴任国

I had worked in eight Presidential administrations beginning with the Lyndon Johnson administration in 1967 during the U.S. War on Vietnam and ending with my resignation from the George W. Bush administration in March 2003 in opposition to the U.S. War on Iraq.  I was one of only three persons who resigned in opposition to the war on Iraq, although hundreds of colleagues from both the military and the diplomatic worlds got in touch with me and the other two Foreign Service officers who had resigned, thanking us for our resignations– but saying as

much as they wished they could resign, mortgages, kids in college, financial reasons prevented them from acting on their conscience.                      1

政権からはじまり、最後は2003年、ジョージ・ブッシュ大統領にイラク戦争開戦に反対して辞表を提出しキャリアを終えるまでです。

イラク戦争に反対して辞任した人間は僅か三名でしたが、大勢の同僚たちの思いを代弁するもので、彼らも感謝してくれていたのです。

I have seen the U.S. war on Vietnam, the U.S. invasion and occupation of the tiny island nation of Grenada, the covert U.S. war on Nicaragua by funding the Contras, the U.S. support of the mujahadeen of Afghanistan in its battle against the Soviet military, the U.S. “humanitarian” mission in Somalia that turned into a war between U.S./UN forces and Somali warlords and militias, a rebel/military coup against the elected government of Sierra Leone and the U.S. “war on terror” beginning with the U.S. invasion of Afghanistan in the search for Bin Ladin/Al Qaeda that turned into the war with the Taliban.  Xxx more on Iraq, Syria,

私はアメリカのヴェトナム戦争、小さな島国グレナダの侵略-・占領、コントラに資金を渡し狡猾な支配をねらったニカラグアの戦争、ソ連軍との戦いでアフガニスタンのムジャハディンを支援しての代理戦争、ソマリアでの人道支援の名をかりた米軍、国連軍、ソマリアの軍閥間の闘い、シラレオーネでの選挙で選ばれた政権にたいする軍事クーデター、ビン・ラディン/アルカイダ捜索を口実にアフガニスタンを侵略するアメリカのテロとの戦いはタリバンとの闘いに拡がりました。イラク、シリアでも数えきれない紛争、戦争が続きました。

I was on the small team of five U.S. diplomats that reopened the U.S Embassy in Kabul, Afghanistan on December 17, 2001 after it had been closed for twelve years since January 30, 1989 during the period of the war among the various mujahadeen factions that had defeated the Soviet military and during the rise of the Taliban and its government over most of Afghanistan.

2001年 12月7日、アフガニスタンの米国大使館の再開時に五人の外交官が立ち会ったのですが、私がその一人です。1989年に米国大使館は閉鎖され再開までの10年間はソ連軍を破ったさまざまなムジャハディンの軍閥間の抗争、タリバンの台頭による紛争がアフガニスタン全土でつづきました。

Until fifteen years ago I was a part of the military/diplomatic section of the Empire of the United States.

15.年前まで私はアメリカ帝国の軍事、外交部門の一部を担っていました。2003年に辞職して以後はアレン・ネルソンと同じく、(以下に述べる)様々な問題に関してアメリカ大統領に異議を唱えてきたのです。

– the war culture of the United States;

―アメリカの軍国主義的文化

–the massive military budget; huge weapons sales to countries around the world; the unnecessary curtailment of civil liberties, first through the Patriot Act and now through countless illegal electronic invasions of privacy;

―巨大な軍事予算;世界各国向けの巨額の武器販売;(国内に於ける)市民的自由に対する不必要な制限、即ち当初の愛国心関連法に始まり現在ではコンピューター利用に依る数々の不法なプライバシー侵害 ―。

–Indefinite detention in CIA black sites and in the Guantanamo US military prison where 779 persons have been imprisoned since early 2002, over sixteen years and 40 still in Guantanamo as “forever prisoners” who the U.S. administrations have said will never receive a trial as through a trial, they would have the opportunity to talk officially about the criminal acts U.S. government officials have perpetrated on them, including the current Director of the Central Intelligence Agency, Gina Haspel;

ガンタナモ(キューバの米軍基地)には2002年1月11日の監獄開設以来16年以上にわたって779名の(被疑者の)無期限留置が続いていました。

–779 prisoners have been held by the U.S. military at Guantánamo since the prison opened on January 11, 2002. Of those, 729 have been released or transferred, including one who was transferred to the U.S. to be tried, and nine have died, the most recent being Adnan Latif, in September 2012.

(内729名は釈放乃至移転済み、1名はアメリカ国内の裁判の被告として移転中、

9名は死亡―最も最近の死亡者は2012年9月死亡のアダン・ラテイフ。

40 men are still held, and five of these men were recommended for release by high-level governmental review processes under President Obama, decisions that Donald Trump has chosen to ignore since taking office in January 2017.

40名は今も留置されたままで、内5名はオバマ大統領時代に政府高等再審制度により保釈要請が出されていたのが、2017年1月トランプ大統領就任以後これが無視されています。

–the use of assassin drones that despite the rhetoric have killed thousands of civilians in Pakistan, Afghanistan, Iraq, Syria, Libya, Somalia and Yemen;  and

―美辞麗句によるごまかし報道の裏で、パキスタン、アフガニスタン、イラク、シリア、リビア、ソマリア、イエメンでは殺人無人機による一般市民の殺戮が行われています。

–U.S. complicity with Israel in the horrific criminal treatment of Palestinians in the West Bank and Gaza.

―アメリカとイスラエルの共謀のもとパレスチナ西岸とガザ地区では恐るべき犯罪行為が続いています。

Trump, like Bush, was not elected President of the United States by a popular majority.  The arcane U.S. electoral college system has in two of the last five U.S. presidential elections put into the presidency persons who received fewer votes than their opponent which has left the country dramatically divided.

トランプはブッシュ同様、国民投票の過半数で大統領に選ばれたのではありません。アメリカの不可解な大統領選挙制度のもとで過去五回の大統領選挙で対立候補者よりも少数の得票で当選した大統領が二度生まれています。それが国民を劇的に分断させる原因となっています。

The 2000 election of George Bush and the 2016 election of Donald Trump left those in left majority of the country angry and alienated and the right minority gleeful and working fast to begin unpopular wars in Afghanistan and Iraq, destroy civil rights through the Patriot Act and  surveillance of phone and email and degrade the environment.

2000年のジョージ・ブッシュ大統領、2016年のドナルド・トランプ大統領の選挙は国民の左派の過半数が無視され、怒った選挙でした。ほくそ笑んだ少数右派は大急ぎで、不評を買ったアフガニスタン戦争・続いてイラク戦争を開始し、愛国心法、電話・Eメールの監視に依る社会環境崩壊をもたらしたのです。

The election of Barack Obama in 2008, the first African-American, minority and political novice infuriated the right that worked during his two terms for eight years of presidency to stall every initiative of his presidency.

2008年のバラク・オバマ大統領の誕生は、アメリカ初のアフリカ系アメリカ人、

マイノリティーで政治的経験もないの大統領の出現に右翼は威きり立ち二期八年間の大統領の任期中あらゆる提案を阻止しようとしました。

With the 2016 election of Donald Trump, in less than two years, the signature policies of the Obama administration have been under assault and reversal.  Healthcare, the Paris Climate treaty, the Nuclear Agreement with Iran, opening of diplomatic relations with Cuba, environmental regulations on the air, water and land, long standing trade agreements, opening environmentally sensitive areas on land and in the oceans to drilling for oil, and most recently the Intermediate Nuclear Forces (INF) agreement have first been publicly ridiculed and then destroyed.

2016年の選挙でドナルド・トランプが大統領に就任して2年、オバマ政権が進めていた政策は攻撃のまととなり転覆させられていきました。医療、気象変動に対応するパリ協定、イランとの核合意、キューバとの外交関係樹立、大気中、水中、陸上の環境保護規約、長期的貿易合意、地上および海中での石油掘削に関する環境的に脆弱な地域の公表、最近の例では中距離核戦力協定が公然と嘲笑され反故にされてしまいました。

Trump’s racist Immigration policies, including the travel bans on persons from seven Muslim countries; the separation of families seeking political asylum at the U.S.-Mexico border, the detention/imprisonment of children, the theft of migrant children from their parents, putting children in put children in pens; madding young children defend themselves in immigration court, have made Trump’s immigration policy the subject of investigations by global human rights organizations.  And most recently, Trump has declared a National Emergency on the border in order to take money from various parts of the government to build a wall on the Mexican border.

トランプの人種差別的移民政策、イスラム教七か国からの入国禁止、合衆国とメキシコ国境での政治的亡命を求める家族たちを引き離し、子どもたちを留置、投獄、移民の子供を親から盗んで引き離す、子どもたちを囲いの中に閉じ込める、移民裁判で証言する子どもたちに泥を浴びせるなど人権無視のトランプ政権の移民政策のありようは国際的人権組織の調査の対象となりました。さらに直近にはトランプはついにメキシコとの国境の壁の建設に国家非常事態を宣言し政府の様々な機関から国家の金をうばおうとしています。

These policies have tapped into a part of the American public that wants to be isolationist and have little to do with the rest of the world except take their resources by force.  U.S. bullying of other nations to bend to the will of the U.S. in trade policies that, in Trump’s words, “Make America First.”

軍事力によって資源を奪い取る以外には外国との関わりを持とうとしない孤立主義者の考えが一部のアメリカ国民に浸透しています。貿易施策でアメリカの意思に強引にしたがわせようとするアメリカによる他国いじめ施策が、トランプの言葉でいう「メイク・アメリカ・ファースト アメリカ第一主義」なのです。

There are few traditional pillars of “legitimacy” that the U.S. government has left.

「アメリカ政府が護り続けてきた伝統的な『順法精神』の支柱が次々と破壊されています」

The Trump administration is relying on its bullying though a massive ten percent increase in the U.S. military budget that brings it to $700 billion, more than the military budgets of China, Saudi Arabia, Russia, UK, India, France and Japan, the next seven largest military budgets combined.

The U.S. military budget is almost three times as large as the military budget of China and the military budget of Russia is less than the ten percent increase of this year’s U.S. military budget.

トランプ政権は「いじめ」に依存して政権を維持しているのです。そのために軍事費7000億ドル(70兆円)へと大増加。アメリカに次ぎ軍事費の高い七か国、中国、サウジアラビア、ロシア、イギリス、インド、フランス、日本の軍事費合計よりも高く、ロシアの軍事費はアメリカの今年度の軍事費増加の10%にみたないのです。

U.S. military continues to kill people in seven countries.  The Bush-Obama and now Trump administration assassin drone program is assassinating people in Afghanistan, Iraq, Syria, Yemen, Somalia, Mali and in places we do not know of –yet.  The eighteen years the U.S. has been in Afghanistan has resulted in tens of thousands being killed in Afghanistan and in Pakistan.  The Taliban is now controlling large sections of the country and U.S. talks with the Taliban are led by a Bush era figure, former U.S. Ambassador to Afghanistan and Iraq Zalmay Khalilizad.  Trump says that ISIS is defeated, but U.S. military officials contradict him, predicting that ISIS sleeper cells are in Syria, Iraq and other places around the world.

アメリカ軍は依然として七か国で人々を殺し続けています。ブッシュ―オバマ、そしてトランプ政権下の無人殺戮機ドローンがアフガニスタン、イラク、シリア、イエメン、ソマリア、マリ、もう一か国の国民が殺戮の対象となっています。タリバンが今や国の主要機関を支配し、アメリカはタリバンとの交渉はブッシュ時代のアフガニスタン大使であったザルメイ・カルザッドがあたっています。トランプはISISは破れたと言っていますが、アメリカ軍高官らは反論し、ISISのスリーパーセルはシリア、イラク、世界各地にまだあると言っているのです。

The next two years will be years of increasing anger both domestically and internationally toward the policies of the Trump government and toward the American empire that Trump personifies probably more realistically and blatantly than any other President.

今後二年間はこれまでのどの大統領よりもトランプ政権の政策への怒りが現実的に明らかに国内的にも国際的にも高まることでしょう。

The singular accomplishment of the Trump administration in my opinion has been right here in Asia, the diplomatic opening with North Korea and the meetings of the North Korean leadership with the leaders of China, South Korea and the United States (in that order)—actually more of a decision of the North Korean leadership that believes that its national defense strategy of developing and testing nuclear weapons has protected it from U.S. sponsored regime change and will not give it up without concrete international protection which includes denuclearization of the peninsula by all parties including the U.S. and signing of a peace treaty.

トランプ政権の唯一の業績は私が見る限りここアジアにあるのです。北朝鮮との外交関係樹立、北朝鮮首脳が中国、韓国、アメリカの首脳と次々に会談を行ったこと、核兵器の開発、実験に基づく国家非常防衛戦略こそがアメリカ型の政権変動から自国を守ってきたのだと信じる北朝鮮の首脳の決定の大半はアメリカを含むすべての当事者が平和条約に署名することにより半島を非核化するといった具体的な国際的保護なしでは根本的に変わることはないでしょう。

In 2015, I was a part of a thirty women delegation from fifteen countries who went to North Korea and held a peace symposium in Pyongyang with hundreds of North Korean women and then marched with over 5,000 North Korean women on the Pyongyang’s wide boulevard and with 2,000 women in Kaesong. After crossing the Korean Demilitarized Zone (DMZ), the infamous strip of land that has separated North and South Korea since a “temporary” ceasefire halted the Korean War 65 years ago, we walked arm-in-arm with thousands of South Korean women along the barbed wire fence in Paju.

2015年、私は15か国から集まった30人の女性代表団に入り北朝鮮を訪問し、何百人もの北の女性たちと平和シンポジウムを開催し、その後5,000人以上の北の女性たちとともにピョンヤンの大通りを行進し、カエソンの町では2,000人の行進をおこないました。65年前に一時的休戦により朝鮮を南北に分断している悪名高い非武装地帯(DMZ)を越えて私たちは何千人もの南の韓国の女性たちと腕を組あいパジュの町を有刺鉄線に沿って行進しました。

We marched to show the Korean war must no longer separate families, prohibit communication, and provide the excuse for a huge, expensive arms race. With us were women who won the Nobel Peace Prize for bringing peace to Liberia and Northern Ireland.

私たちが行進で訴えたのは、朝鮮戦争がこれ以上家族を分断し、通信を禁止し、膨大な軍事競争に莫大な金をつぎ込む口実になってはならないということでした。リベリアと北アイルランドに平和をもたらしてノーベル平和賞を受賞した女性が一緒に参加しました。

We never could have imagined that only three years later, the leaders of South and North Korea would meet in the DMZ and declare that “there will be no more war on the Korean Peninsula.” This meeting put in motion what we always wished would happen — that the DMZ would be de-mined and that soldiers on both sides would shake hands and remove guard posts together. This new reality is a tribute to the two Korean leaders and their determination to end the military standoff that has kept the Korean people divided for three generations.

それから僅か三年後に南北朝鮮のリーダーがDMZで対面し、朝鮮半島での戦争を終わらせる宣言をすることになろうとは当時、想像だにできませんでした。この会談は私たちが起こってほしいと願いつづけてきたことの実現への動きを加速させました。地雷を取り除き、南北両方の兵士が握手し、ともに見張りポストを撤去するという願いです。この新たな現実は、ふたりの朝鮮のリーダーが、三世代にわたって朝鮮の人々を分断してきた軍事的行き詰まりを終わらせようと並々ならぬ決意をしたことによるといえるでしょう。

Sadly, the chances for peace depend on Washington, where the division of Korea along the 38th parallel was first drawn on a National Geographic map by two U.S. military officers. Yet much of the U.S. and Japanese foreign policy community is singularly focused on forcing North Korea to unilaterally denuclearize as a precondition for peace talks. But this approach is backwards. To convince somebody to put down a gun, you first have to convince them they will not be harmed. We need to make peace first to create the necessary conditions for denuclearization.

悲しいことには、平和実現のチャンスはワシントンの米国政府にかかっています。38度線にそって朝鮮を南北に分断する考えは、アメリカの二人の軍将校が国立地理院の地図に描いたのがはじめてでした。しかし、米国、日本の外交政策の大半は平和会談の前提として北朝鮮の一方的非核化を強いることのみに力点をおいてきました。しかし、このアプローチは時代おくれです。人に銃を下すよう説得するには、まず傷つけられないことを納得させねばなりません。非核化への必要条件をつくるにはまず平和を創造する必要があります。

Although most likely driven by his desire to best President Obama and do what no U.S. president has succeeded in doing—end the Korean War—we really might see a breakthrough with President Trump.

オバマ大統領でものぞみがかなわず、今までのどの大統領もはたせなかった朝鮮戦争終結の課題が、トランプ大統領下で打開の目途が見えるところまできたのです。

According to remarks made this month by Stephen Biegun, the U.S. Special Representative on North Korea, “President Trump is ready to end this war. It is over. It is done.” This is a historic and crucial step, but also on the table should be a process towards the signing of a peace agreement.

アメリカの北朝鮮問題特別代表のステファン・ビーガンが今月語ったところでは、トランプ大統領はこの戦争を終わらせる用意があるということです。これは歴史的に大変重要な段階にきているといえますが、会談のテーブルには平和協定調印へのプロセスがのらなければなりません。

Among those who believe that a peace agreement is necessary for denuclearization is President Jimmy Carter, who once succeeded in freezing North Korea’s nuclear weapons. Former Secretary of Defense William Perry also believes that normalized relations are a pathway to denuclearization. This is also echoed by nuclear scientist Siegfried Hecker, who believes that the security assurances North Korea needs, “will require a substantial period of co-existence and interdependence.”

非核化には平和協定が必要であると考えている人物の一人がジミー・カーター元大統領です。彼はかつて北朝鮮の核兵器の凍結に成功しています。ウイリアム・ペリー元国務長官も又関係正常化が非核化への道だと信じています。核科学者ジーグフライド・ヘッカーもまた来た朝鮮が必要な安全保障の確保には共存と相互依存の十分な期間が必要と述べています。

Still, the chances of North Korea denuclearizing rest on the credibility of America, which doesn’t say much given Trump’s erratic nature and lack of respect for past nuclear agreements, such as the Iran Deal and the INF Treaty.  The new Congress should show America’s commitment to peace by introducing a resolution that formally ends the Korean War and calls on the president to begin the process toward the signing of a peace agreement.

しかしながら、北朝鮮非核化のチャンスはアメリカの態度にかかっているのです。トランプ大統領の気まぐれな性格、イラン・デイールやINF協定などの過去の核に関する合意への敬意の欠如のためアメリカ政府の非核化への態度はきわめてあいまいなのです。新しい議会は朝鮮戦争を正式に終結する決議をあげ、大統領に平和協定調印に向けたプロセスを始めるよう要請してアメリカの平和への約束をしめすべきです。

There is precedence for such an action. In World War I, Congress passed a joint resolution ending the state of war between the United States and Germany. Congress not only has the authority to declare war, but also to declare peace.

議会のこのような行為には前例があります。第一次世界大戦時に議会はアメリカとドイツ間の戦争状態終結のための合同決議を採択しました。議会は戦争を宣言する権力を有すると同時に平和を宣言する権力も有しているのです。          9

This resolution must mandate that women be involved in every part of the peace process. All too often, we’ve witnessed women being left out of peace talks, even though decades of studies show that when women play authoritative roles in peace processes, agreements are far more likely to be signed and to last.

この決議には平和への過程のすべてのパートへの女性の参加を義務づけねばなりません。女性たちが平和会談から締め出される様をあまりにも頻繁に目撃してきました。長年の研究がしめすように女性たちが平和プロセスで権限のある役割を果たした時の方が合意事項調印の可能性が高く速やかに実施されているにもかかわらず。

Ending the Korean War is crucial not only to nine in ten South Koreans who support a declaration to end the war, but to the daily lives of people around the world.

朝鮮戦争終結は戦争終結宣言を支持する9割の韓国の市民に重要なだけでなく、世界中の人々の日常生活にも極めて重要な影響があります。

Most Americans don’t know that the Korean War quadrupled U.S. defense spending and inaugurated the U.S. military industrial complex. According to University of Chicago historian Bruce Cummings,  “The Korean conflict was the occasion for transforming the United States into a very different country than it had ever been before, one with hundreds of permanent military bases abroad, a large standing army and a permanent national security state at home.”

たいていのアメリカ人は朝鮮戦争がアメリカの防衛費支出を四倍化し、アメリカの軍産共同体を作り出したことを知りません。シカゴ大学の歴史家ブルース・カミングスによると、「朝鮮紛争はアメリカをいまだかつてなかった国へと大変身させるきっかけになったのです。すなわち、海外に何百もの軍事基地をおき、国内には大常備軍をおいて安全保障にあたらせる国家へと。」

As you in Japan know very well with the largest number of U.S. military bases outside of the U.S. being in Japan. 39,000 U.S military are stationed in Japan, with the Marine Corps representing roughly a third of that force at 13,724 personnel with Germany second with more than 34,000, followed by South Korea at nearly 23,500 U.S. military.  These numbers do not include families of military nor U.S. military contractors.

日本のみなさんがよくご存じのように、アメリカ国外の米軍基地の最も多くは日本にあるのです。39,000ものアメリカ軍が日本に駐留し、海兵隊はその約三分の一13,724、ドイツには34,000、韓国は23,500となっています。これらの数には軍属や米軍の傭兵は含まれていません。

The citizen activism in Okinawa which has the largest number of U.S.  military bases that occupy xxx percent of the land of Okinawa is a hotspot of opposition to U.S. military presence due to the horrific environmental disaster caused by the construction of the U.S. military airfield runway into the pristine waters of Oura Bay, Henoko.  The helicopter pads in Takae forest and the dangerous Futenma airfield in midst of a large population are reasons why we from the United States apologize deeply and are working to have these 70-year-old military bases closed down.

沖縄の土地の30%をしめる米軍基地と市民の抵抗、大浦湾・辺野古の埋め立てと滑走路建設は深刻な環境破壊をもたらし、高江のヘリパッド建設、人口密集地普天間の非常に危険な基地滑走路、私たちアメリカ人は深く詫びるとともに70年におよぶ軍事基地の閉鎖にむけともに闘うことを誓います。

We stand in solidarity with you in Japan as you defend the No War Article Nine of your constitution, against attack from the war machine of the United States and Japan.  Your historic campaign to keep Article 9 that has involved persons from all over Japan and all over the world is critical to keeping Japan out of needless wars.  Your record of having no Japanese killed in wars since World War 2 is a remarkable record, one that we want to help you preserve.

我々はアメリカと日本の戦争機構が攻撃する日本国憲法9条を守る皆さんの闘いに連帯します。皆さん方の9条を守る歴史的な闘いは日本に不必要な戦争をさせないようにする点で日本中、世界中の人々にきわめて重要です。第二次大戦以降、戦争で死んだ日本人は一人もいないという記録はすばらしい。この記録を続けていただきたいと願っています。

Please keep up the struggle against militarism of our societies and teach young people that war is not the answer to any international confrontation.
